政府已宣佈於明年4月1日落實消費稅(GST),凡是買了東西再賣出去,以及在國內的交易,包括貨物和服務,都必須繳交6%的消費稅。

“零稅率及免稅的服務和商品包括食物、公共交通、醫藥、教育及房屋等;雖然如此,長久下去價錢還是會越來越貴。”

凡是營業額年收入超過50萬令吉的商家,就必須注冊成為消費稅商家;50萬令吉以下的商家可自願性注冊。

簡單來說,市場最後一個購買者或使用者才會被徵收消費稅;而對業者來說是一門生意,並替政府徵收消費稅。

【每月須計算進項及銷項稅】

基本上,商家必須每月計算公司的進項稅(input tax)與銷項稅(output tax),從而計算出公司繳交或回扣的稅款。通過網上呈報,可於14天後獲得回扣稅;而通過書面呈報,需費時28天。

“不過,有些項目是屬於限制進項稅,而這些限制進項稅的項目,是不可回扣進項稅的。”

落實消費稅後,每項交易都必須使用消費稅發票,發票可分為正式與簡單發票,正式的發票必須具備13項資料,包括日期、公司名字與地址、消費稅註冊號碼、顧客公司與地址、產品等;而簡單發票資料較少,多在停車場及餐館使用。

為了方便各領域商家掌握消費稅,消費稅網站上已有34個不同領域的指南,商家可作為參考。

消費稅聽起來令人混淆,但其實只要使用電腦系統或相關軟件,加上設置好進項稅及銷項稅的項目,商家便可應付消費稅,而這些軟件都不會太貴。

【5月1日起可預先註冊】

政府呼吁商家於5月1日起預先向關稅局註冊,最遲也需於2014年12月31日註冊,否則將面對罰款。

“除了遲註冊需罰款,若計算錯誤進項稅及銷項稅也會面對罰款,因此商家需注意。”
