A staircase is never just a way to get upstairs.

It's one of the few pieces of architecture you touch, move through and see every single day. Get the proportions, materials and light right, and it becomes a moment in the home - not an afterthought bolted in once the layout's decided.

Overlays add planning requirements on top of the base zone. They control what you can build, what you can remove, and what materials you can use. One site can carry several at once.
