Can a hospital room meet every engineering standard on the books and still fail inspection? It happens more often than clients expect.

Hospitals answer to six different authorities at once: national law, licensure, adopted guidance (FGI, HTM), accreditation (NABH, JCI), and global evidence bases (WHO). None of them alone is "the standard" — and in places like East Africa, WHO guidance becomes binding not through law, but through project financing.
