Ceiling paint is water based and a water stain is water soluble, which is the entire problem in one line. Every fresh coat you roll on softens the tannins and rust salts locked into the drywall paper and hands them a wet layer to migrate up into. Paint chemists call it bleed-through, and it usually shows up within a day, sometimes within a couple of hours on a warm ceiling. The third coat often looks worse than the first, because you have thickened the exact layer the stain is now floating inside, and every extra film gives that pigment more room to spread sideways as well as up.

What actually works is a barrier with a different carrier. Shellac and oil based stain blockers ride on alcohol or solvent instead of water, so they never wake the stain up in the first place, and they cure hard in 45 minutes to an hour while locking the pigment underneath permanently. A single quart handles a dozen ceiling stains, and keeps for years as long as the lid seals tight. Two thin coats beat one heavy coat, because a thick film skins over on top while the solvent underneath stays soft and keeps working its way out for days.

The order matters more than the product. Fix the leak first, then let the drywall dry all the way through. Spot prime the stain with the sealer and let it cure completely. Then repaint the entire ceiling wall to wall so the sheen matches everywhere.
