Likely from the 1940s to 1950s era. ATM stands for Automatic Telephone Manufacturing Co.. 

These are considered collectible vintage items.

Material: The telephone is made from Bakelite, an early, durable form of plastic popular for phones during this period.

Design: It features a classic, pyramid-shaped design with a rotary dial for inputting phone numbers.

Functionality: The rotary dial mechanism requires the user to place a finger in the hole corresponding to the desired number and rotate it until it hits the metal finger stop.

The number "71-3541" written on the dial's center paper card was the specific local telephone number.
